thekingstonsenators it is policy, perception and politics (PPP). Fighting and 3rd man in penalties have always been there and usually are not suspended heavily.

The aggressor / bullying rule is fairly new and was implemented for the PPP reasons. Part of the attracting NCAA bound kids saying the OHL will protect any player unwilling to engage.

Here is a week example but you will see policy come into play. You have an empty OHL arena, a player in his D zone shots the puck over the glass, he gets a 2 min penalty. A play goes beyond the blue line into the neutral zone and shoots the puck over the glass, no penalty. A player shoots the puck over the glass no matter where he is during a stoppage of play he gets a minimum of 5 games. Remember nobody got hit by the puck but policy as it was an empty arena.
